New Dog Law In Pennsylvania

Good news coming out of Pennsylvania, a new dog law was passed. The budget may still not be agreed upon but House Bill 39 was.

Gov. Ed Rendell (D-PA) signed legislation making it illegal for anyone but a licensed veterinarian to perform certain medical procedures — like cropping a dogs ears or docking their tail.
House Bill 39 also makes it a third degree felony to steal an animal for the purpose of using it in dog fights.
“Until now these cruel practices could be carried out by dog owners without proper training and without the supervision of a licensed vet causing long term injury, pain, suffering and in some cases even death,” said Gov. Rendell.
Pennsylvania has a notorious reputation as being the “puppy mill capital of the east.” In October 2008 a law to make puppy mills more humane was passed, but there is still a long way to go.
On September 19th Puppy Mill Awareness Day takes place to celebrate rescue, increase awareness to the cruelty within the mills, and provide a day of fun. As a member if the ASPCA, I think it’s about time. Now if the rest of the states follow suit????
You would think that these procedures would have been a “given” to be performed by licensed veterinarians, but I guess not. I am horrified that PA is the puppy mill capital of the East!
When we lived in Stae College, PA, there was no vet in a 100 area that would agree to do ear cropping for less than several hundred dollars and even then they advised againist it. My boxer brother remained crop-free.

Why crop ears and dock tails anyway, it’s cruel and unnatural.
Somebody finally sticks a finger in for dog laws, and it happens to be my STATE!

i was very happy to hear about this bill being passed. i pray this is just the start of even better things to come for our wonderful fur friends!!! i live in pa. & i have to say it makes me sick to know that this state is the puppy mill capital of the east!!! first let me go back & say i don’t believe in cropping a dogs ears or tail, i just think its wrong & inhumane to do it. why would u want to cut your dogs ears or tail off?? i just don’t get it. i don’t care if my droopy was a full boxer, shes boxer mix, i still would never even think about cutting her ears off!!! i mean, come on, o.k. i know the ears don’t get completely cut off, but come on, i sure wouldn’t want my ears to be cropped. i never thought this was right & now finally at least our governor is taking a stand & trying to help these poor dogs. good for him!!! now if we can just find a way to stop these puppy mills… it makes me sick when i read about & see pics. of how these poor innocent dogs r treated & how they r forced to “live”. its no life and it must be stopped!!! well at least we have a beginning & hopefully, in time, one day the world will be rid of sick people who abuse innocent, loving animals, of all kinds. i only pray i live to see that day. much love to all of u & your wonderful “kids” and god bless you all!!! droopy & her mommy
