		<description>Gina... the article says Donald Stidham is a &quot;40 year resident&quot; of Hermosa Beach.  I doubt they had a 2 dog maximum at the time he moved in.   Also, the article does not state if the neighbors had previously given Stidham feedback about odor and noise, if so how often and how long ago, and what actions if any were taken.  The Stidhams are taking action NOW to minimize barking and odor, but if they ignored prevoius complaints, the neighbors are not necessarily being unreasonable.  You just can not judge from facts included in this article.</description>
