New Delhi, India Unveils New Dog Laws

Canine bylaws unleashed: dogs now get a legal collar
Vibha SharmaThe New Delhi Municipal Council has finalised bylaws for pet and stray dogs. The laws place more responsibilities on dog owners, both towards their pets and also the society.
“The council has sent the bylaws to be published in the official gazette to the Delhi Government. Once notified, we will carry out an intensive drive against violators,‿ said NDMC Health Officer Lt Col SK Garg.The bylaws state that the owner must register a dog, above three months, within seven days of bringing it home. “The owner should obtain a registration certificate and a metal token after paying the prescribed fee. The token should be attached to the dog’s collar at all times.‿
The registration certificate would have details of the owner and the dog’s vaccination schedule. Dog-owners can get their pet vaccinated at the MCD’s Veterinary hospital at Moti Bagh or from any qualified vet.
The registration will be valid for the financial year ending March 31 and should be renewed every year. The registration authority should be informed within a month if the ownership of the dog changes, the owner changes address or the dog goes missing or dies.
Dogs without collars or tokens would be considered strays if found roaming beyond the enclosure of the house. They are liable to be impounded, the bylaws state.
To control the population of strays, the NDMC will continue sterilisation and immunisation programmes with help from animal welfare organisations.
Incurably ill or mortally wounded dogs will be subject to euthanasia at specific hours in a humane manner. Adult dogs will be put to death with sodium pentathol and puppies with Thiopental Introperitoneal.
The bylaws have provisions for resident complaints about suspected rabid dogs. “Such dogs would be kept in isolation and checked for rabies. If the diagnosis is confirmed, the dog would be kept in isolation till it dies. If it does not die in 10 days, it would be handed over to an animal welfare organisation for rehabilitation.

Dogs should be mussled in the house to reduce barking nuisance and should not be allowed to on the roofs of other properties. Owners must not get their dogs deficated on the street or infront of others houses. Violation should be punished with detterent fine or short detention in police custody and registered.

I am putting up in J-pocket Sarita Vihar and there are about 20-25 stray dogs in our pocket alone and irrespective of whether its day or night they keep barking and crying. I would therefore request you to get a dog squad and take away all these stray dogs so that we can live peacefully.

stray dogs are a part of our life, they are your city’s pets…they bark and cry but they are only being themselves. Even the kids that play in societies are a menace, they make terrible noise! do u ask for a ‘child squad’ to take them out?
I’d like to request you to try another approach – instead of treating the dogs in your area as a ‘menace’ why don’t you try to ‘adopt’ them? try giving them food everyday…and see the change. instead of barking at you, they will become ur best friends and an excellent ’security’ for ur area. when ur watchman is sleeping every night, these dogs will gaurd ur properties. Just carry a pack of biscuits/leftovers from ur last meal with you and make it a regular habit to feed them everyday…in no time, the dogs will ‘behave’ themselves.
I’ve tried this out and it works beautifully…Its just a suggestion, see if it works for u

Guys…need ur help urgently. I work in a office in Okhla Phase III. 2 months ago a bitch gave birth to 6 cute puppies. Since then the condition of both the pups and the mother is declining. Right now there are only 3 pups left while others have perished. I have been feeding them regulaly but that has not been enough.
I just cant see these dogs dying.
