Canine Angels Update — International Focus on Georgia

International Effort Swells to Save Georgia’s “Canine Angels” by June 3 Deadline from GA Dept. of Agriculture Threat of Closure & Confiscation of Animals
In the international effort to save one of Georgia’s most necessary no-kill animal rescue and sanctuary efforts, “Canine Angels,” perhaps signer number 915 of the on-line petition that will be presented this week to the Governor, the Georgia Department of Agriculture Commissioner, and others said it best: “Shame on Georgia!”
Messages of protest from as far away as England, Europe and Australia have circled the internet in an attempt to stop the State from shutting down a no-kill animal rescue effort that has placed over 1,200 animals in adoptive homes in a six-year period, and currently houses 154 dogs and over a dozen cats. Proponents say that the two founders of the animal rescue and sanctuary, one of whom suffers from multiple sclerosis, have been unfairly persecuted by local and state government and ask if officers of some agencies broke the law. Charges against the sanctuary founders were dropped for lack of evidence but they still face $15,000 in fines. The States seeks to shut down the facility on June 3 and confiscate the remaining dogs. Animal activists say they will block all efforts to do so, including with legal challenges.
“We’ve got some of the biggest names in animal efforts supporting this campaign,” said Jim Willis, animal advocate and author of the best-selling book Pieces of My Heart. “There remain several open questions about whether some local and state officials should be charged with animal cruelty. There remain questions about whether Dept. of Ag’s Ray DeLuca has a personal vendetta against Canine Angels and a report by a neighbor that he was seen climbing over the sanctuary’s fence, and whether a former county animal control officer who was relieved of her duties broke laws and is responsible for the campaign of harrassment conducted against Canine Angels. There are reports that a critically ill dog was planted on their property and ‘discovered’ by an animal control officer. We’ve seen the photographic evidence of ‘animal control’ practices in that county that included driving animals to remote locations, shooting them, covering their bodies in lime and burying them in mass graves. We have eyewitness accounts. You can’t tell me that county and maybe state officials didn’t know what was going on there. We think the State Attorney General should be asking questions. And meanwhile, there was Canine Angels taking in the animals and finding them homes - including for the two years when there was no public funded shelter.”
An independent inspection of the Canine Angels facility and audit of their veterinary medical and adoption records conducted last week by an independent inspector, former animal control officer and Best Friends satellite sanctuary director Don Hills of Augusta, GA found the sanctuary to greatly exceed the level of care expected for such an animal facility. Hills said Canine Angels has struggled to operate in an “ungrateful community.”
Willis and other animal advocates say the treatment of Canine Angels founders Sue Wells and Lynette Rowe is “criminal” and instead of being praised for their efforts they have been persecuted, possibly because of their alternative lifestyle. Although an e-mail message from the Dept. of Ag’s legal officer was leaked last week that claims that all animals will be sent to other no-kill facilities and no animals will die, Willis said, “They have already proven themselves to be liars - why should we believe them now? Should those innocent animals be terrorized on June 3 by being hauled off from the only loving security they’ve probably ever known in their lives, we are asking the media to follow each and every one of them to report on their fate. We expect that fate in the State’s hands to be one of Georgia’s horrible gas chambers.”
A group of animal rescuers and supporters calling themselves Friends of Canine Angels has made arrangements to move some animals to other qualified rescues and no-kill facilities and is actively pursuing those efforts now.
“We still need a lot of help,” Willis said, “and updates about the needs will be posted on the Canine Angels website. Mostly, we need more time and with one phone call the Governor of Georgia can give us that. You only have to go to the Canine Angels website and the site created with some of the animals for adoption to see that the facilities are clean and that the animals are fat, healthy and happy.”

Supporters of Canine Angels encourage animal lovers worldwide to sign the petition in support of Canine Angels before Wednesday morning, May 31, when it will be sent to state officials and others.
“We’re asking everybody to call Gov. Perdue at his office –404-656-1776 – Dept. of Ag. Commissioner Tommy Irvin at 404-656-3600 or 800-282-5852, the Animal Protection Division at 404-656-4914, and the Elbert County Commissioners at 706-283-2000 before June 2 and tell them to put a stop to this insanity,” Willis said.
He added,”We’ve already been in touch with the candidate running against Irvin in his bid for re-election. The Governor is up for re-election, too. Animal lovers make up an important part of any constituency and they have economic might - they vote their conscience. We hope Irvin will not be re-elected and there won’t be any such repeat of this travesty. Already people in other states and countries are writing to say that if Canine Angels is shut down, they won’t be spending their tourist dollars in Georgia. We’ve tried to be reasonable, we’ve tried to get the State to listen to reason. I can tell you one thing - if they stress and terrorize one animal by removing them from Canine Angels’s premises, then they are in for the fight of their political careers.”

this sounds like the state of georgia is taking a giant step backwards regarding the welfare of companion animals and should rethink their actions.
Thank God there are other qualified candidates running against the Doa commissioner this year.
Isn’t climbing over fence onto someone else’s private property against the law?

It is not true that we refused to take action against this facility. We are a regulatory body, we do not have any prosecutorial power. We can only issue “administrative orders” and it can take a year or more to bring someone to the table. We only have the power to punish someone under the autheority of a “consent order” of which the violating party must consent to the punishment. Sad, but that is the way the law was written.
The conditions discribing the facility were accurate.

Besides, Mary Green would have to get out of her car to know what the conditions of the property are. When she and Ray DeLuca showed up at Canine Angels on June 2, they both hid in their cars. Guess they weren’t real happy about being met by video cameras.
This place should have been shut down long ago. Its a disgrace that this much to do over this has been done too late. These women should be treated the same way their animals have been. The Dept of Ag. is doing its job and they do it well. Place the blame on the people who deserve it…Canine Angels…If people are so concerned and angered over this…adopt one of their ‘lovely’ perfect animals and shut up.
Well, I’m always thrilled to see yet more postings from our buddies and pals. Having been to the farm weekly for over 1 year now I can say that the news reports, DoA reports, and internet dribble is grossly overrated. I’ve seen both sides of the fence now. My advice is, unless you have been there- don’t keep spreading the lies. If you are willing to meet the animals and people that you are speaking about then head on over. I’m sure that they will be hapy to hand you a pooper scooper so you can start shoveling real shit. As far as Sue Sweeney’s email (that is actually Spanky Reed’s email with a few words changed).. visit the website and see the photos that I have taken of these poor starving neglected animals living in filth. Try getting up before dawn each day to clean and staying up until well after dark feeding. These two do this everyday, with no assistance. And you know what? Contrary to the belief that they can’t possibly handle it… we volunteers are actually SLOWING DOWN THEIR ROUTINE! So, again, I ask you to see through the BS, the hype, and the false reports and go and see for yourself! If you can’t help by taking one of the many dogs that the state is threatening to euthanize, and if you can’t assist by volunteering, perhaps then you can at least know the facts of the matter before opening your mouths. As of 7-20-2006, it is my understanding that the 2 owners of the shelter have left the dogs to fend for themselves for days in over 100 degree heat! There is 1 volunteer doing what she can. The urine stench coming from inside the trailed was overwhelming. Ten dogs were taken by a vet due to illness. These women have hoodwinked the rescue community and it is a shame! Those dogs deserve better than being left in a field with very little shelter and having to eat the lowest quality food from the dirt on the ground.
The animals are being well cared for by a coalition of volunteers on the farm. The personal pets seized by the county animal control are being cared for at their facility.
We’re begging everyone to put the word out that adopters and volunteers are desperately needed.

IMO…Anyone and everyone that knew, first hand, what was going on there, and not get the place shut down to save those poor animals, are as much to blame as Wells and Rowe.
The Govt. licenses puppy mills, so why not not a hoarder? UGH!

The State of Georgia has earned a reputation as very unfriendly to rescue. Savannah is guilty as well. We watch and are appalled at the personal agendas that rescue-haters endorse and exercise, all under the auspices of the GOVERNMENT!

You’ve got to be joking me when you make animal abuse and cruelty a matter of big government stepping in too far. I have never seen such animal cruelty as I have with Canine angels. Althouhg big Governmnet is a problem, those ladies up there were slap crazy and didn’t give a crap about animals. They were collectors, not angels. Check your facts, I’ve been to Canine Angels twice in the past, the second time I called in a complaint myself due to alack of shelter, no water, and what appearred to be sick Dog that looked more like corspes laying in the back yard. At least Georgia has a state organization that tries to protect animals, in South Carolina they have absolutely nothing. You can be sold what appears to be a safe dog, but later find out it’s got parvo and then spreads it to your other dogs, and they come close to death as well, all because their is no one to keep these here today, gone tomorrow pet dealers in line.
Be thankful you have someone trying to help. Surrounding states don’t, and their overpopulation and dieases are much, much higher and getting worse. Then again people who’ve never been to canine angels will read my post and dissect it poke holes in it as usual. Until you can say you were there I suggest you find other battles to fight.

As you read later entries about CA in the blog I think you will see that the views change. The earlier entries are still on the blog for historical reference. Please read later posts where the collecting issue came into view.
Fortunately, the state officials were good enough to work with Willis and other rescuers to find homes and sanctuaries for the animals collected at the original site.
If you hear of the two collectors hoarding animals again, please bark in and we’ll help you report them!
Remember, you are guilty until proven innocent in the state of Georgia, instead of the other way around. There are two sides to every coin so they say. So how about you take a seat, get a pen and paper for notes, and watch as the truth FINIALLY comes out. Coming soon at TV’s near you…
8 years ago I traveled from Naples, Fla to Athens to adopt a dog from Canine Angels that I saw on their web site. I found Sue to be a very caring person and her home to be clean. My dog was healthy and well cared for. I was dismayed to read today about Canine Angels. When I arrived in Athens I got lost and turned to a police officer for directions and when he found out why I was going to this home he purposely steered me and my husand in the opposite direction more then 30 miles out of our way. It left us with a very bad feeling for Athens.I feel so badly for what has happened. Could you give me an update on the situation and have they been closed down ? Thank you.
I just recently adopted a “Canine Angels” dog. He was siezed in mid-July 06 and only came available for adoption recently because of his health. I have his medical records….to say he was negelected is putting it mildly. These women put up a great front…until investigators found the trailer with the dead and almost dead dogs in the 100+ heat and no food or water. It almost like an animal form of Munchausen. They put on an act for sympathy with the dark truth hiding just beneath the surface….. Sick. I hope they’re out of the business of “rescuing” for good!
Ellen, A lot can happen in 8 years. Should have been there last summer after they walked off and left the dogs in the middle of a drought.
